An overview of the factory site from 1961 refers to this part as a the "Holländeri och kvistavdelning" which can be translated to something like "Duchery (as something from Holland) and branch (as from a tree) department". I guess it only makes sense to someone familiar with old fashioned paper production, and I'm not one of them (yet).
